Foreign rejects the opening of six new delegations of the Generalitat abroad

The Government will have recourse to the courts for the opening of new delegations of the Generalitat of catalonia in the outside when “the actions that develop from there are contrary to the law”, has clarified this Friday, the Foreign Affairs minister, Josep Borrell, a day after his department reported adversely from the intention of the Government to open six new dealerships in Central Europe (Vienna), Baltic Countries (Tallinn), Balkans (Zagreb), Portugal (Lisbon), Nordic Countries (Stockholm) and Mediterranean (Beirut).

In a statement to the media before participating in the Forum Ibero-america that develops at the Intercontinental Hotel, Borrell explained that, in compliance with the Law of Action Outdoors, the Foreign Ministry is obliged to express its “opinion” about the plans of any regional Government of open delegations on the outside, which can make work of promoting trade, tourism and culture, but that in no case have powers in foreign policy, reserved to the Spanish government.

This report, however, is mandatory -the Autonomous Communities have to give prior notice of their intentions to open these delegations, according to the law – but not binding. That is to say, that the Catalan government can not make the event. “We already know that they are not going to make the case. You are going to move forward,” he acknowledged Borrell.

In fact, the minister of the Catalan External Action, Ernest Maragall, has announced today that the Generalitat will continue with its plan of opening offices in overseas despite the report against the Ministry of Foreign Affairs.

Actions contrary to the law

The Government, according to Borrell, may only have recourse to the courts these autodenominadas embassies when the actions that develop from there are contrary to law, has explained Borrell. Today, the Executive can not do “anything” to “preventing” its creation. It was last October 17, when Foreign had knowledge of six draft decree for the establishment of delegations of the Catalan Government outside of Spain, as reported by the department.

The report of Foreign is unfavorable to the estimate that the “clear objective and manifesto, declared repeatedly by the Generalitat, is “to use the delegations for support purposes is manifestly contrary to the principles and objectives of the foreign policy of Spain”.

The Government of Pedro Sánchez has already presented the past month of August, an appeal against the reopening of the calls of the embassies of the government of Catalonia in a total of seven countries have not fulfilled the conditions set out in current legislation for the creation of delegations of the Autonomous Communities (CCAA) on the outside. In that case, the Government informed the Executive with sufficient time for a Foreign could issue its report, a condition which in this case has been met.
