Regulating Online Gaming: Tamil Nadu Authority Emphasizes Data-Driven Approach

Md. Nasimuddin, the Chairperson of the Tamil Nadu Online Gaming Authority (TNOGA), recently participated in a panel discussion at the India Gaming Convention 2024 in New Delhi. The focus of the discussion was on safeguarding minors in the expanding online gaming landscape. Nasimuddin emphasized that protecting minors is a top priority for TNOGA as the online gaming industry continues to grow rapidly in India.

While TNOGA aims to manage the potential risks associated with online gaming, particularly for younger users, it also seeks to support the industry’s growth. The Authority’s mission is to establish practical guidelines that prioritize the safety and well-being of young players while ensuring the sustainability of the sector. Nasimuddin stressed the importance of data-driven regulation and encouraged industry stakeholders to provide empirical data to inform TNOGA’s regulatory framework.

TNOGA is conducting research to understand the gaming habits of school and college students in both rural and urban areas of Tamil Nadu. This study will help the Authority tailor regulatory measures to meet the needs of young players effectively. Nasimuddin highlighted the importance of collaboration between TNOGA and the industry to create a responsible and sustainable online gaming environment.

One of the challenges faced by TNOGA is the regulation of offshore betting and gambling platforms, as state jurisdictions have limitations in this regard. Nasimuddin suggested that the Central government could play a more significant role in addressing this issue. However, Tamil Nadu is taking steps to combat unauthorised offshore platforms by involving Internet Service Providers (ISPs) in the process.

Additionally, Nasimuddin emphasized the importance of industry adherence to the voluntary Code of Ethics in promoting responsible gaming. He acknowledged that industry-led initiatives can have a significant impact on fostering a safe gaming environment, especially for younger users. In conclusion, Nasimuddin reiterated TNOGA’s commitment to creating a regulatory framework that balances industry growth with social responsibility, with the goal of setting a precedent for safe and regulated online gaming in Tamil Nadu.
