The Minister of the Economy, Bruno Le Maire, opened the door, Tuesday September 26 in an interview with Le Parisien, to postponing the timetable for the ban on the rental of housing considered to be “thermal sieves” from 2025, arguing that inflation has changed the situation.
“I consider that everything that was decided before the rise in [interest] rates deserves to be looked at again in the light of this crisis. What was possible when money was available becomes impossible with rates this high. We have to be very pragmatic and see if we can shift the timetables,” the minister told the newspaper.

The Climate and Resilience Law, promulgated on August 24, 2021, provides for a ban on the rental, from January 1, 2025, of housing classified G and, in 2028, of those classified F by the new energy performance diagnosis (DPE). The latter is no longer based on energy bills but on the characteristics of the building (quality of insulation, type of windows, heating system, etc.).
“When we increase by 1.6 billion euros the credits dedicated to the renovation of housing in the 2024 budget, it is to support these owners. Afterwards, I wonder: can’t this so-called “DPE” classification be improved? », underlines Bruno Le Maire.
“With my ecological transition colleague Christophe Béchu, we are ready to open this debate,” assures the minister. “Personally”, Bruno Le Maire says he is “very favorable” to a revision of the calendar, “in particular for co-ownerships”.
