Congress PSOE and Sumar validate their ruse to give a group to Junts and ERC and the PP opposes it for being a "regulatory and electoral fraud"

It was not a decision that was going to be made based on the regulation, but on politics, and for this reason Junts and ERC have confirmed that they will have their own parliamentary groups. PSOE and Sumar certified in the Congress Table the validity of the maneuver that PSOE and Sumar invented a few days before to be able to grant them. The play was able to go ahead thanks to the majority of both parties in the body -five votes-, in which only the PP -four- opposed, which denounced that, in addition to a “regulatory fraud”, a “fraud” had been perpetrated electoral”.

The controversy over the precedent that has been created is served, but what will remain, once the noise is turned off, is that PSOE and Sumar have established the preliminary conditions that these two pro-independence parties demanded to start sitting down to negotiate the investiture of Pedro Sanchez. Because? Because having a parliamentary group in Congress means a strong economic injection in subsidies, guarantees a prominent political role with the same time as the big parties and offers a guaranteed voice in spaces for parliamentary debate.

At the Congress Table there was a clash of positions. The PP criticized that the formula with which Junts and ERC had fulfilled the requirements that they did not reach by themselves had been achieved fraudulently with respect to the electoral results and twisting the conditions of the regulation.

Junts and ERC will have a group because PSOE and Sumar have established an unprecedented formula to raffle up to three articles of Congress. The main one is the requirement that parties that do not reach 15 deputies have to have at least 15% of the vote in all constituencies where they have been presented. Both Republicans and neo-convergents did not reach that number by far in two provinces. So what has been interpreted is that it would be enough for them to have 15% in all of Catalonia. As this interpretation -which does have a precedent in 2004- was not achieved either, PSOE and Sumar invented that by ceding to them all the deputies for the provinces of Tarragona and Girona, the entire percentage of vote that PSC and Sumar had was also attributed to them. in those constituencies. Thus, the Socialists gave four deputies to Junts and Sumar, two to ERC.

The PP denounced that this is an “electoral fraud” that exceeds the temporary loan of deputies to reach the minimum of five -of which there are many precedents-, since in an electoral system of closed and blocked lists the votes do not belong to the deputies, but to the political formations that have achieved them. For this reason, he emphasized that the percentage of the vote cannot be transferred and he will study whether there is any way to appeal the decision.

For the rest, the Table of Congress was the scene of another conflict. There is a strong dispute over the distribution of seats within the chamber and offices. The PP’s reaction, against the idea of ??separating its deputies, was so emphatic that Francina Armengol finally decided to turn it around and wait another week before adjudicating where each one sits in the Chamber.
