The lawyers of Congress have poured cold water on the intention of PSOE, Sumar, PNV, EH Bildu, ERC and BNG to immediately implement the use of Basque, Galician and Catalan in “all parliamentary activity.” The initiative, included in a bill signed by these formations and which this Wednesday will be qualified by the Board of the Chamber and would be debated, in principle, by the Plenary next Tuesday, will be, according to the legal services, “impossible” to carry out. practice in the urgently required time frame.

In this way, the possibility of the co-official languages ​​of the Basque Country, Catalonia and Galicia being freely used during the investiture debate of the leader of the PP, Alberto Núñez Feijóo, scheduled for the next 26th and 27th, is diluted.

In their report, the lawyers do not reject the proposal, which they consider legitimate, nor do they reject the fact that the bill that contains it be processed urgently and in a single reading, thus considerably reducing the deadlines for its approval, but they do warn that Its effective application cannot be immediate because it will require a profound review and adaptation of the usual procedures of parliamentary activity.

The legal services of Congress emphasize that by seeking the use of these three languages, in addition to Spanish, in all the activity of the Chamber and, consequently, in the entire legislative procedure, it is essential to guarantee legal security and the rights of the deputies. In short, ensure that all legislators perfectly understand what is being debated so as not to fall into helplessness and, furthermore, that all texts produced are strictly compatible in all languages.
