Kassel (dpa/lhe) – The introduction of the new catalog of fines last November brought significantly more revenue to the public coffers in Hesse. According to its own statements, the Central Fines Office (ZBS) in Kassel recorded an increase of more than 11 million euros in the first half of 2022 compared to the same period of the previous year. The increase is mainly due to the change in the catalog of fines regulation, the ZBS said at the request of the German Press Agency.
Since the new ordinance has raised many violations from the area of ??so-called minor administrative offenses to the area of ??serious administrative offences, the authority observed a decrease in reports in the minor area and an increase in reports in the serious area, as expected. Minor administrative offenses include sanctions up to and including 55 euros, serious administrative offenses include those from 60 euros.
According to the authority, since the new catalog of fines came into force, around 10,000 more reports in serious areas have been received every month than before. The ZBS also attributes this increase mainly to the new regulation. “Basically, however, it cannot be ruled out that other factors also play a role in an increase or decrease in the number of advertisements, such as a change in the volume of advertisements or the reporting behavior of the local regulatory authorities.”
In November 2021, the new catalog of fines came into force after tough negotiations between the federal and state governments. For example, anyone who parks illegally on sidewalks and cycle paths or in the second row can face a fine of up to 110 euros.
