The Council of Ministers today approved the largest public employment offer (OEP) in history, with 39,574 jobs, which represents 15.8% more than the 2022 offer and represents a “record figure” for the third consecutive year.

The Government thus commits by royal decree and 12 days before the general elections the decisions that the Executive may make that leaves the polls on July 23. Not only that, but it will force their successors to carry out the development for the call for these positions immediately, in the second semester of 2023.

In addition to breaking the record for jobs offered by the Administration, the head of the Treasury and Public Function, María Jesús Montero, has also broken the speed record in negotiation this time, since last Friday she called the unions to a meeting for yesterday, Monday. And that same day she achieved the support of the UGT and CSIF, although not the majority, CCOO, which complained that the data and information offered by the ministry was totally insufficient.

“The record figure is explained by the need to strengthen the workforce that was weakened by years of cuts and zero replacement rates,” said Montero, at the press conference after the Council of Ministers that this Tuesday approved this new offer of public employment, reports Efe.

Within the ordinary job offer – whose selection processes will have to be approved before the end of the year and resolved within a period of less than two years from its call – 27,246 places will be open access and 12,328 internal promotion.

While 18,621 jobs correspond to the replacement rate, that is, they serve to cover vacancies due to retirement, the offer supposes the net creation of 8,625 new jobs.

Asked about the possibility that a change in the Executive would prevent the development of the new OEP, the minister indicated that the royal decree “establishes obligations”, although she added that it does not contemplate any other scenario than that of a “Government of progress” that is capable of developing the public employment offer.

The head of Public Function has detailed that 29,818 places will go to the General State Administration (AGE), 2,875 for the Civil Guard, 2,833 for the National Police Corps (CNP), 2,141 for the Armed Forces and 1,907 for the Administration of Justice .

In addition, 1,025 personnel are included to manage the minimum vital income (IMV), 2,500 for Social Security management entities and 500 national authorization officials for Local Entities.

As María Jesús Montero herself has recalled, the new OEP has been agreed with the UGT and CSIF unions, although the CCOO voted, it positioned itself against the offer of public employment because “it does not guarantee public service to citizens.”

Likewise, the minister has indicated that one of the challenges in the OEP is to keep the temporary rate below 8% in the Administrations, where this contracting model that the Government’s own labor reform pursues, multiplies this figure almost by four and is much higher than that of the private sector
