The Government will force a previous training course to own dogs.
This is included in the preliminary draft of the Protection and Rights of the Animals, released this Wednesday by the Ministry of Social Rights and Agenda 2030.

The text is established for the first time a legal framework at the national level -front the various autonomous legislation on this subject – with the aim of fostering animal protection and preventing “the high degree of abandonment of animals” in Spain.

It also establishes that the owners, owners or dogs managers “must subscribe a civil liability insurance”.

It is not the only novelty that supposes the existence of a common framework on animal protection.
The new standard prohibits the sacrifice of animals, except for “cases of disease or incurable wounds”, or “for reasons of animal health, safety of people or animals or of existence of public or environmental health or environmentally motivated normative or
scientifically”.

In its intention to guarantee the responsibility of the owners of the pets, the Ministry of Social Rights prohibits “leaving them without supervision” for three consecutive days.
In the specific case of dogs, “this period may not be greater than 24 consecutive hours”.

In this line, it is prohibited, among other points, unauthorized breeding of any kind of companion animal, as well as use as an advertising claim, “except for the exercise of activities related to them”.

In addition, “the commercialization of animals in animal stores, as well as their exhibition and exposure to the public for commercial purposes, excluding fish” is prohibited. ”

Likewise, the tenure of animals of species protected by international standards of application in Spain, as well as the tenure of wild animals in particular homes.

“Wild animals in captivity should reside in naturalized environments that respect their ethological needs”, it is concretized about the exceptions and allowed cases, as for scientific research or conservation of the species.

In addition, the use of animals in cultural and festive activities will be regulated, “establishing conditions of use according to their dignity as sensitive beings, in order to avoid situations of humiliation, mistreatment and death of the animal.”

However, this legislation does not affect taurine shows, which are still regulated through Law 10/1991, of April 4, on administrative powers on Taurine Shows.
