Parliament must now give the green light to the appointment of this 56-year-old former Alsatian deputy, beaten in last year’s legislative elections by Nupes candidate Emmanuel Fernandes, after a first term at the Palais-Bourbon.

In April, the Parliament had created the surprise by rejecting the nomination of Boris Ravignon, the LR mayor of Charleville-Mézières, in the Ardennes. The reason given was the combination of several functions. More than three-fifths of those elected had voted against, the quota required by the Constitution to oppose an appointment proposed by the President of the Republic.

It was the first time that a candidate proposed by the Élysée, at Ademe or elsewhere, was challenged since this appointment procedure was introduced in 2008 in Article 13 of the Constitution.
