A mid-three-digit number of people are currently classified in the so-called KURS program (concept for dealing with sex offenders who are at risk of recidivism), said a spokesman for the Ministry of the Interior on Wednesday in Stuttgart. The 29-year-old man caught in the case of the dead 14-year-old student from Gottenheim was also in a program for recidivist sex offenders in Hesse until the beginning of the year. As a teenager, he had been in a psychiatric hospital for ten years for an attempted sexual offense. The suspect initially denied the allegations and is now silent. These are: confiscation of minors, sexual assault and murder with intent to cover up.
“For the period from January 2022 to mid-July 2022, the joint central office KURS has few reports of renewed delinquency by risk subjects,” said the spokesman. The reports also included, for example, violations of instructions during supervision of conduct, so they were not necessarily in a sexual context. “Furthermore, the outcome of the judicial process is always decisive, regardless of an initial report of a possible renewed delinquency.”
