The system of autonomic financing is a “Great Brown”.

The need to change the model, expired since 2014, has unleashed an autonomic war that passes the acronym of the parties and overflows the government.

And the differences are key because autonomic financing is an organic law that must be approved by an absolute majority in Congress (176 deputies).

They need, then, collect the support of their governance partners (nationalists) or reach an agreement with the PP.
But first, popular and socialists must combine positions, something they assume from the hacienda.

“The national parties have the interior the same contradiction as the financing model. They have to harmonize different positions,” the Minister María Jesús Montero has reflected in Congress.
“The parties representing a part of the territory have a more defined position, but the great parties, those in a state scope, we need to agree on a position that is the same in all the territories. It is not worth moving different things in one and another site

Months ago that Ximo Puig, president of the Valencian Community (PSOE), works to lay an alliance with Andalusia (PP), Catalonia (ERC) and Balearic Islands (PSOE) to ask for the population criterion in the distribution of money.

Hacienda detects three blocks regarding the reform of financing.
From one side Galicia, Asturias, Cantabria, La Rioja, Castilla y León, Extremadura, Castilla-La Mancha and Aragón, who bet on guaranteeing services before the dispersion of the population;
from another, Andalusia, Murcia and the Valencian community, who want the pure population criteria to prime;

The division is not seen with good eyes, which can be encouraged by blocks, as it could happen with the meeting that Puig (Valencia) and Moreno (Andalusia) or the one who foresee to maintain the regions of Spain emptied in October.
That bet is aimed by fronts.
“You have to look for partial consensus because with these great differences you can not advance,” Montero said, which has asked the communities “List heights” and “Constructive Attitude”.

The Minister of Finance will present the communities in November their proposal of “adjusted population criteria”, a basis on which to negotiate, and that will try to define variables such as “the density of population, insularity, dispersion, aging or the
children population”.
