Rudolstadt (dpa/th) – Thuringia spends around 600 million euros in funding every year. According to the Court of Auditors, however, the state examination of whether the money was used correctly is questionable and contradictory in terms of budgetary law – from the auditor’s point of view there are deficits. According to the Court of Auditors in Rudolstadt on Wednesday, 17 funding guidelines and more than 5,200 cases were examined. A report on this was submitted to the state parliament and state government.
Around 100 funding guidelines regulate the application for and use of the money. 20 positions in the state administrations could approve funds. “The ministries need to make a clear effort to implement procedures that comply with the law on grants in the future,” says the report by the chief auditors.
They made suggestions as to how existing regulations could be revised to achieve more efficient procedures. Only when the use of the funds has been checked is it clear whether the funding goals have actually been achieved.
One of the Court of Auditors’ recommendations is to set up a central funding database. Existing backlogs of work in checking the use of the funds would have to be cleared immediately. A de minimis limit is also proposed – with small funding amounts such as 32.39 euros, the administrative effort is not proportionate.
