The Generalitat of Catalonia has forced the Minister of Transport, Raquel Sánchez, to sign protocols without an electoral photo that entail tying up a State investment of 1,114 million euros in that autonomous community.
The Generalitat rejected a proposal by the minister to sign these official documents at the headquarters of the Vallès Regional Council this Friday and demanded that it be telematic, as EL MUNDO has been able to confirm from sources on both sides. It was going to be a photo that implies a transfer of public resources on the first day of the campaign, although the Ministry declined to comment on whether a public act could pose a conflict with the Electoral Law.
The telematic signature finally took place this Friday morning, despite the fact that Sánchez was in Catalonia.
What the Esquerra Republicana Government has secured with the official signature is the investment of the State in Catalonia by tying it more in the face of an eventual change of government from the July 23 elections. For her part, Raquel Sánchez and her party, that of the Catalan socialists, also tie up the so-called B-40, an infrastructure with an estimated investment of 200 million that Esquerra has only accepted in exchange for signing an agreement for another 914 at the same time. millions for works that they consider more of their interest. Both parties reached an agreement in principle last weekend, but Raquel Sánchez has requested information from the State Attorney’s Office before stamping a signature, which has delayed everything until Friday, according to the Ministry.
Those 914 million are promised by the PSOE to Esquerra last November in exchange for their support for the 2023 State Budget, but they had not materialized in anything official until this Friday. For its part, Esquerra accepts the B-40 within the agreements with the Catalan socialists to carry out their Generalitat budgets. The Regional Minister for Territory, Ester Capella, has stated about the signing that “the agreements are fulfilled and the pacts are honored. The Government of Catalonia complies and makes other governments comply as well”.
For his part, the president of the Generalitat himself, Pere Aragonès, made it clear this Friday that for him, the important thing is 914 million. The Generalitat-Government agreement on infrastructures includes 384 million euros to improve the C-32 in the Maresme region; 250 for the accesses of the AP-7 and the AP-2; 260 million on the N-260, the highway of the Pyrenean axis, and another 20 for interchanges that improve communications by train.
Subsequently, each institution made public the signature that most interested them, the Generalitat disseminated the one that affects the 914 million committed at the time by the PSOE with the then parliamentary spokesman Gabriel Rufián. “With the protocol that I have signed, we have managed for Catalonia to receive 914 million euros that can be used for actions throughout the territory. It will allow us to make improvements that are absolutely necessary for territorial equity,” said Capella.
On the other hand, the Ministry of Sánchez influenced the work that his party, the PSC, demands. «The Ministry of Transport, Mobility and Urban Agenda (Mitma) has signed with the Generalitat of Catalonia the protocol that establishes the bases of the agreement to build the Ronda Nord that will bypass Terrassa and Sabadell, giving continuity to the B-40, and that will allow improve the mobility of the municipalities in the area,” he said in a statement. The protocol is more reversible than an agreement for a possible new Government, although the PP, although it has criticized the agreement on electoral dates, has not opted for its suppression.
According to the Ministry, “the Generalitat will draw up the informative study and the project, which must be approved by the Ministry, which will fully finance the works”, with the aforementioned estimated cost of 200 million.
«Mitma considers it convenient to entrust the Generalitat with the material execution of the works, within the framework provided in the Law on the Legal Regime of the Public Sector, due to the fact that there are reasons of efficiency and fit with the territorial planning of which said administration is competent. ».
