First blended family photo: a few hours after ending the suspense of the reshuffle, Emmanuel Macron will speak Friday morning before the government, reunited with eight new heads, for a final Council of Ministers at the Elysee Palace before the summer break.

The opening remarks of the President of the Republic to his new team will be publicly broadcast from 11 a.m. A way no doubt to explain the 11 changes decided the day before by Emmanuel Macron and Elisabeth Borne, who finally pressed the reshuffle button, after having left their troops waiting for several weeks.

The words of the Head of State will not however be his only expression, according to his entourage, to take stock of the “100 days”, decreed on April 17 in order to find an outlet for the pension crisis.

The government spokesman, Olivier Véran, judged Friday on France 2 “important that the President of the Republic can put words himself on the sequence that we have just experienced, both on the 100 days if he approaches it, and on the new composition of this government which is a reinforced government”.

In the meantime, the traditional transfers of power between the outgoing and their successors punctuate Friday morning.

At the Ministry of Health, the emergency physician François Braun, bitter, assured that coming from civil society was “not a shameful disease”, criticizing “the small sentences” of the “mediocre”. His successor, surprise guest of the reshuffle, Aurélien Rousseau, former director of the cabinet of Elisabeth Borne, said his “absolute determination” to enter “the time of evidence” at the head of this “crisis ministry”.

This senior official will come out of the shadows, a step long since taken by the other big winner of the maneuver: Gabriel Attal, promoted at only 34 years old from the austere Ministry of Public Accounts to that of National Education.

Mr. Attal, who continues his ascent in Macronie, took over from Pap Ndiaye rue de Grenelle on Thursday evening, setting himself the objective of “putting respect for authority and fundamental knowledge back at the heart of the school”, and insisting on “respect for secularism”.

Pap Ndiaye had pointed out to him that “the time of school is not that of continuous info, (…) of overplayed indignation and short sentences that slam” but that of “reflection, (of) dialogue, (of) taking into account the complexity of the world “.

MM. Rousseau and Attal will find Friday from 11:00 a.m. the table of the Council of Ministers around which will sit a few rookies, such as the new depositary of the Budget Thomas Cazenave, or even Aurore Bergé, president of the group of Renaissance deputies who have become Minister of Solidarity, or even the various left-wing mayor of Dunkirk Patrice Vergriete who is entering Housing.

In the end, after intense tractactions between a prime minister eager for change, and a president more inclined to stability, a slightly more politically seasoned team was put together, the number of ministers or secretaries of state having never been elected falling from 13 to nine. Or the lowest proportion (22%) of Macron mandates.

“You have elected officials with experience, elected officials in the field (…) There is also a return to politics within the government”, summarized Mr. Véran.

Apart from Roland Lescure and Chrysoula Zacharopoulou, excused, the 39 other members of the government are therefore invited for this last Council of Ministers in person before the summer break, which will undoubtedly allow Emmanuel Macron to distribute some holiday homework.

Because the entourage of the Head of State has made it known that “on each of these portfolios” affected by the reshuffle, “it is a question of either having a stronger incarnation, or an ability to implement the reforms with more speed and efficiency “.

It will also be necessary to take into account recent events: France has been shaken by several nights of urban riots, following the death of young Nahel killed by a policeman, and from which the president has promised to draw the consequences after “careful work”.

By confirming the maintenance of Ms. Borne at Matignon at the start of the week, the Elysée had already indicated that the Head of State intended to “prepare for the start of the school year by recalling the clear course which is his and by gathering strongly after this period”.

Because Mr. Macron, who will fly away Sunday for a week in Oceania (New Caledonia, Vanuatu, Papua New Guinea) remains in search of the key to his political equation: for lack of an absolute majority in the National Assembly, a budgetary autumn is looming during which the 49.3 will be picked up in spades, with the sword of Damocles of a motion of censure likely to overthrow the government.
