This proposal was rejected by Emmanuel Macron in his first five-year term. Prime Minister Elisabeth Borne stated her desire for the adoption of deconjugalization ( AAH)
The Prime Minister informed the deputies that a national conference on disability will be held in the early part of 2023. “We will work for individual accessibility and financial autonomy for people with disabilities. […] My government is reorganizing the adult disabled allowance. We will begin with the principle demaritalization. It is a matter for dignity and a long-awaited move forward. She said, ”
Contrary to current practice, the “deconjugalization” of the AAH is the calculation of it without considering the income of the spouse.
Despite being applauded by the majority during the speech, this measure was repeatedly rejected by LREM deputies last year. It was then defended both by the left and right via Agir, an allie of the majority who reminded that some disabled people must choose between living together at risk of having their allowance reduced or keeping it, but renoncing it. Legally, they are bound to their union.
Emmanuel Macron, the president of France, had pledged to “move” towards the individualization and modernization of the AAH during his campaign. France currently has “whatever the benefits” but it is fair to say that we must look at the family and the couple’s ability. This creates an absurd situation for people with disabilities. So we’re gonna move it,” he promised.
