The Social Security pension payment system in Spain is divided into contributory pensions and non-contributory pensions. In the case of the latter, according to the public body, “they are economic benefits that are recognized for those citizens who, being in a situation of protectable need, lack sufficient resources for their subsistence.”
This type of financial aid can be accessed by both people who have never contributed and those who, having contributed, have not reached the contributory level benefits. In addition, they can also request this type of benefits if they find themselves with a percentage of permanent disability.
In short, in Spain the non-contributory pension is received by retired or disabled people who have never contributed to Social Security or have not reached the minimum number of years required to receive a contributory pension.

In the case of non-contributory pensions, unlike the contributory ones, the Autonomous Communities have transferred their powers. For residents of Ceuta and Melilla, they must process their requests through the provincial offices of the Institute for the Elderly and Social Services (IMSERSO).
